  Abstract:  Auf Dauer wird kein Finanzierungssystem und keine Medizin ein prinzipiell unbegrenztes Bedürfnis nach umfassender Gesund¬heit befriedigen können. Dies ist kein ethisch verantwortbarer Begriff von Versorgungsgerechtigkeit! Vielmehr hat jeder Bürger Anspruch auf eine gleiche und gerechte Zuteilung der medizinischen Grundversorgung – freilich ist er auch verantwortlich für seine Gesundheit und eine entsprechende Vorsorge! Nicht jeder Anspruch des Individuums ist solidarsystemisch abzusichern; das gute Leben ist nicht identisch mit der möglichst schmerz- und leidfreien Lebenslänge. Wo dieses Bewusstsein dauerhaft schwindet, zerfällt ein wesentlicher Grundkonsens der Gesellschaft – lange bevor eine wesentliche Grundfinanzierung zerfällt.
