  Abstract:  “The Captured State“ or the “Mixed Government" in Romania. The article is about the causes why the reform in Romania is in such a delay comparatively with other countries. The main thesis is that the reform is delayed because Romania failed the real transformation of the state and its government structure. More specifically: lack of political authority, a weak state, the lack of autonomy versus the social forces and the whole of society. The state is captured by the social forces. The social structure is a great obstacle for an efficient public policy in Romania.
