  Abstract:  Even in the context of the appearance of a knowledge-based society, industry, by its training effects possesses an important potential to absorb the work force. But this cannot be done by itself. In the context of national economies which are more opened to the external flow of merchandise and capital and of the expansion of the industrialization process towards new countries, maintaining the same number of jobs in industry depends in an essential manner on the increase in competitively.
