	Abstract: The paper begins with a short presentation of the features of Romanian rural areas. The main parts of paper are constituted by the discussion of the regional-rural development policy’s dilemmas in Romania and by description of the differences between rural conditions in EU and in Romania. In the final part, there are briefly described the differences of rural development potential-in two communes from Transylvania, on the basis of case studies, and are formulated some general conclusions.
