  Abstract:   The national minorities in Europe are perceived by the Council of Europe as elements that preserve and promote the cultural wealth of Europe. For their protection, the Council of Europe created instruments. The national minorities have also been part of the Romanian population for a long time. They contributed to the modernization of the Romanian state. Romania has ratified the instruments of the Council of Europe. The implementation of these rights can be further improved.
