  Abstract:   Minority policy is still a controversial policy area of the European Union. After the accession waves of 2004 and 2007, minority issues are increasingly shifted to the European agenda. The EU has created a legal framework for this purpose since 2001, but the implementation of minority policy remains within national competence. For the foreign policy of the EU, the protection of minorities keeps playing an important role, particularly in relation to increasing ethnic conflicts in the European neighbourhood. In this context, the EU is depending on other actors such as the OSCE and the Council of Europe.
