Abstract:  The absence of basic economic rules, combined with the state monopoly over economic resources and the slow privatization and restructuring created a favorable environment for the appearance of corruption. Corruption tends to have at least two principal aspects: market imperfection and the abuse of conferred monopoly status. On the first stage it will be demonstrated that corruption is a burden for the economy, in the second part of this work, the various forms of corruption will be explained, and in a third stage their effects on economy and the welfare state will be emphasized.
