  Abstract:  This study is an attempt to reveal the contradiction between the philosophy of European construction and the immigration policies promoted by the Member States. After providing a theoretical framework useful in the analysis of immigration policies, I argue that the instrumental view of the immigrants is a basic feature for most of these policies. This nationalistic approach in dealing with immigration contradicts the membership model advocated by the European Union and leaves little room for confidence in the efficiency of the European citizenship concept whose history I outline here. In support of their positions, Member States evoke economic or security risks: usually overplayed, these “dark prospects” succeed in fostering a new type of xenophobia that jeopardizes Europe as a political union characterized by deep ethnic diversity. The road towards a multicultural EU remains a long one, as demonstrated by the British case.
