  Abstract:  The Romanian higher education system has undergone important transformation since 1990 but only this year has became very clear the need of revising the criteria involved in the entrance exam. “Who should be a higher education student?” is the question that this study is dealing with. It starts building a conceptual framework that allows both a qualitative and a quantitative approach. Data from the three higher education institutions from Cluj are analysed in this framework and the results are consistent with the fact that the old admission exam has a low efficiency (1), a selection based on higher education graduation exam (Bacalaureat) would predict the performance of the future students better than the old exam (2), there are serious problems that affect the efficiency of Bacalaureat but also there are ways of alleviating them (3).
