  Abstract:  The new competitive context which higher education institutions belong to gives them a new functional shaping so that there should be a dynamic balance at the interface between university and its environment. The university must participate and prepared for the environment change directions. This is made possible by generating strategies meant to guide the institution in the directions it takes. The strategic management is necessary for the higher education institutions as it deals with the changing environment and the ever changing circumstances that characterize the institutions’ activity.
