	Abstract: North-Western Region of Romania-Systemic Programme Entity. The concept of „region” has two meanings, used as complementary, equivalent or antinomic, depending on the author, his/her contextual knowledge and purpose. These meanings refer to the „programming region” and the „functional system region” – as basic territorial unit for socio-economic intervention (the former) or scientifical analysis (the latter). It is our opinion that these two approach should be merged into the concept of „systemic programming region”.
