  Abstract:  The implementation of the European Structural Funds in England has always been identified with a central government led process. Nonetheless, the regionalization that is taking place together with European pressures for enforcing partnerships in the English regions are reasons to believe that the situation has changed. By applying Hooghe and Marks’ criteria for assessing governance in a political system, the paper demonstrates that the implementation of the European Structural Funds in England takes place within a system of early stages multi-level governance.
